57714fbb38 RequestServer: Handle IPC requests on multiple threads concurrently
Previously RS handled all the requests in an event loop, leading to
issues with connections being started in the middle of other connections
being started (and potentially blowing up the stack), ultimately causing
requests to be delayed because of other requests.
This commit reworks the way we handle these (specifically starting
connections) by first serialising the requests, and then performing them
in multiple threads concurrently; which yields a significant loading
performance and reliability increase.

679fe00d10 LibCore+Utilities: Replace ElapsedTimer precise flag with an enum
Previously, `true` was passed into the ElapsedTimer constructor if a
precise timer was required. We now use an enum to more explicitly
specify whether we would like a precise or a coarse timer.

fc5cab5c21 Everywhere: Use MonotonicTime instead of Duration
This is easily identifiable by anyone who uses Duration::now_monotonic,
and any downstream users of that data.

213025f210 AK: Rename Time to Duration
That's what this class really is; in fact that's what the first line of
the comment says it is.

This commit does not rename the main files, since those will contain
other time-related classes in a little bit.

197c5729d1 LibCore: Add ElapsedTimer::elapsed_milliseconds()
It does the same thing as elapsed(), but has a clearer name.
The hope is we'll move everything to the new name over time
and then remove the old name.

4afa6e264c LibCore+LibWeb: Use AK::Time instead of timeval in Core::ElapsedTimer
This removes the direct dependency on sys/time.h from ElapsedTimer, and
makes the code a lot cleaner by using the helpers from AK::Time for
time math and getting the current timestamp.

1682f0b760 Everything: Move to SPDX license identifiers in all files.
SPDX License Identifiers are a more compact / standardized
way of representing file license information.

This was done with the `ambr` search and replace tool.

5d180d1f99 Everywhere: Rename ASSERT => VERIFY
(...and ASSERT_NOT_REACHED => VERIFY_NOT_REACHED)

Since all of these checks are done in release builds as well,
let's rename them to VERIFY to prevent confusion, as everyone is
used to assertions being compiled out in release.

We can introduce a new ASSERT macro that is specifically for debug
checks, but I'm doing this wholesale conversion first since we've
accumulated thousands of these already, and it's not immediately
obvious which ones are suitable for ASSERT.
