LibWeb: Add mode flag to CSSStyleValue::to_string()

This will be used to differentiate between serialization for resolved
style (i.e window.getComputedStyle()) and serialization for all other
purposes.

LibWeb: Stop passing Realm unnecessarily to parse CSS properties

Also use the parse_css_value() helper in cases where we previously
constructed a Parser manually.

LibGC+Everywhere: Factor out a LibGC from LibJS
...
Resulting in a massive rename across almost everywhere! Alongside the
namespace change, we now have the following names:
* JS::NonnullGCPtr -> GC::Ref
* JS::GCPtr -> GC::Ptr
* JS::HeapFunction -> GC::Function
* JS::CellImpl -> GC::Cell
* JS::Handle -> GC::Root
