ACPI: processor: Remove acpi_hwp_native_thermal_lvt_osc()

The workaround for buggy skylake BIOSes is now implemented in
acpi_processor_osc() and acpi_hwp_native_thermal_lvt_osc() has no
callers, so drop it.
