Improve cmake config for Windows and Visual Studio ( #10361 )

- Ensure static CRT is used when compiling.
- Allow Ninja generator to work (remove use of CMAKE_VS_PLATFORM_NAME).
- Move CMakeSettings.json to new standard location for VS.
